I wonder if It needs to be replaced? The washer does not agitate, and when spin cycle comes around, the motor turns counterclockwise, but the belt & big pulley is locked or frozen. Howerver, to turn the belt by hand clockwise, it turns freely.

What would cause this problem?

Yes, the transmission. You will also need to replace tub seals and belt.
