Amana fridge Side-By-Side not circulating cold air

I have an Amana fridge that, again, as stopped circulating the cold air.  So the bottom of the freezer, and the bottom of the fridge are good, but everything above is thawed.  I took the lower panel off in the freezer and confirmed that the fan is not running to circulate the cold air.   What is the best way for me to determine if its just the fan that needs to be replaced (which was done less than a year ago), or if its something else.

I appreciate your help!

 Without the model number we do not know if this is AC or DC, and it if has a computer board it runs off of to help you check to see if it is the motor that is bad or it is not getting voltage.  You could check to see if there if voltage to the motor if you have a volt stick or volt meter.
