Spanner nut won't come loose

I have a kenmore model number 11092291100.

I'm trying to remove the spanner nut as the repair manual describes and it doesn't look like it would spin.  It appears to have two tabs in the middle of the spanner nut weired.:yikes:

I use the spanner wrench and a 3lb hammer and sometimes ya really have to whack that thing
