I have a kenmore side by side refrigerator about 3 years old
(model# 106.50593003) and have noticed that the lower parts of the doors are getting very warm. I checked the condensor to see if it may be plugged up, but it was relatively clean.
I then noticed the condensor fan wasn't running, but the compressor was. Should the fan run anytime the compressor is on?

Replace the condenser fan motor.
P.S. While you're waiting for the new fan motor to arrive, you can remove the rear service panel and set up a running fan to blow in that compartment. That will let the fridge keep usable temps 'till the new motor arrives.
