Why is it when I come down stairs everyday, there is a little bit of water in the catch can at the bottom of the relief valve tube? Is that normal? Do I replace it?

overtime, your water heater builds deposits in it. when these deposits build near the Tnp valve and it opens(someone relieved it or pressure/temp increase) that deposit gets into the seal. you can stop the leak by replacing it. if its not continually dripping, perhaps your water pressure regulator on in the incoming water is set too high or failing.
It is never a bad thing to leave it to the professionals. Inexperience can lead to more damage or risk of injury. You can always call A&E Factory Service (1-800-905-9505), Sears(1-800-469-4663), or local service man you can trust (servicemagic.com).

•Due to thermal expansion or high water pressure in plumbing, this might cause TPR valve to leak or to open. Excessive pressure in the tank causes failure of
joints, welds and gaskets. Adding an expansion tank it limits hot water and tank pressure to near incoming cold water pressure. TPR valve also limits pressure
