GE Triton dishwasher on cleaning strike

This is about my GE Triton dishwasher model GSD6860J01SS
I find that my dishes don't get clean unless I pre-wash (or really wash) them before putting them in--especially anything on the top rack. But now I just think it doesn't clean at all. I used eco-cleaner for a while but that seemed worse, so I switched to Cascade power tabs. But sometimes even though the door to the detergent holder opened--the tab was still stuck in the holder after the cycle ran. So I switched to powder detergent. I fill both cups. I notice now that the detergent is stuck in the cups after running the cycle even though I was careful to only put the detergent in the cups when they were fully dry. On a happier side, at least the cup holder lid is opening.
So now, I pour some detergent into the bottom of the dishwasher to see if that will work. Then I heard somewhere on this forum that perhaps my spray arms aren't rotating. So I put them in the 12:00 position after running the unit and then check after a few seconds and maybe they aren't moving. (They are almost in the same spot). I do know that water is coming out of all three sprayers.
This dishwasher is from 2003. Wondering if I shld just junk it for a new one--and if so, what might be a good replacement--or if this can be fixed. Don't think I want to keep it just as a fancy drying rack....lol

If that's good, then it's time to go underneath and make sure you're getting voltage to the circ. pump (item 310)... and that it's actually running.
