have a GE side by side refrigerator model PSS26LGSC WW 26.0CU that is not making ice or dispensing water and also not seems to be cold on the top of both chambers.

Does the Compressor and it's Fan, and the Freezer Fan run ?
May need the actual Fridge and Freezer temperatures
And may need to see the frost pattern on the Freezer Evaporator Coils.

Everything Reg said, ..could also have a defrost problem. Evaporater might be clogged with ice or snow.
You'll know that when checking the defrost pattern.
