kenmore 71184100 evaporator fan problem

I'm having a problem with my kenmore 71184100 evaporator fan.The fan won't restart once the compressor cycles back on.It just makes a buzzing noise.Normally you can give it a turn and it will stay running until it cycles off again.I already replaced the evaporator fan but it still does the same thing.Someone told me it could be the start device or overload but i don't know.Any help would be appreciated.

1. How long ago did you replace the motor?

2. Was it an OEM part or generic aftermarket?

3. Was it a new or used part?

4. Is there ice or frost built up around the fan blade preventing it from turning during these times? (you'll need to remove the back wall inside the freezer to determine this)

yes i replaced it with the fan in the picture.aftermarket one i guess

it makes a loud buzzing noise when the fan won't come on.usually i can give it a spin and it wiill start.today i tried spinning it and it turns a little but won't start.maybe the aftermarket fan is just junk?

and the Compressor runs OK ?
Does the printing on the Fan say 120v ?
what part number did you use ?
Measure the voltage at the Fan.

Got another evaporator fan and so far it works just fine.must have been the cheap aftermarket fan that was the problem.
