My hot water heater heats up water just fine. But only when the water level drops like after a lukewarm shower. First shower is tepid then second shower is nice and hot. This problem has been intermittent for the last year but now it is more frequent. Could there be something wrong with the thermostat? I have no experience trouble shooting so any help would be greatly appreciated.

Is this gas or electric? If it is electric, the upper heating element may be bad.
