Question...when the washer goes into spin cycle is it supposed to start and stop several times before it spins continuously?

Yes it does,most of GE top load washer operated that way,and after it is completely drain you can hear the pump go on for 4 or 5 min, before spin cycle started again to finish
the spin cycle.
