Maytag Washer PAV2300AWW Spins with light load

Maytag Washer Spinning

My maytag is getting finicky about weight. Usually I need to take any towels out and spin them separately.
Today I washed only 2 bath towels and 2 hand towels together (no other additional clothing) I didn't get any spinning - agitator worked fine.
When the washer is empty it will spin. With two wet hand towels it will spin. Add one more wet bath towel it will spin. After that is partly dry I add the last bath towel and finally get them all wrung and ready for the dryer.
Why would it spin when empty or light and not when heavy. I am not overloading it... please help.
