Hotpoint CTX18GA Frost on freezer coil not cooling

I have a hotpoint fridge that doesn't seem to be cooling, I took out everything from the freezer and opened up the back pannel and I see some frost on the coil going out the back of the fridge.

Any idea what this is a sign of? coolant leak? defrost problems??

IT seems to have been slowly warming up over the past 4 years, if thats the case is it worth just getting it charged?

would still have a leak somewhere..
May be hard to find.
Some federal and state laws won't allow charging without fixing leak.
Call and ask.
