Whirlpool E1F30LD035V water heater no hot water generated

We've replaced damn near everything: both thermostats and elements. My dad (retired electrician/ mechanic) came over with his fluke meter and we tested every danged circuit and wire just to find out it IS getting power to everything. For all intents this thing should be pushing out hot water but it isn't. Anyone have any ideas what's wrong?

If it's getting power to (240v across) the Heating Element,... it IS getting power to everything.

Amperage is another.
Did you check amperage on both heaters?

IF the Heating Element is goodIf it's getting power to (240v across) the Heating Element,
it would be heating
