Maytag HAV346OAWW agitator doesn't turn both ways

My washing machine agitator does not turn both ways when washing. The belt seams loose to me, i have read in other places there should be about 1/4" give in the belt has 1/2 - 3/4 inch of give. I replaced belt tonight but that did not fix any of problems. For the last month it has been making a noise like metal hitting rubber mainly at the end of the cycle. About 4 months ago the drain hose fell off the tub and flooded my laundry room. I'm not sure if that is important or not.

The iner tub is also moving with agitator. I am wondering if this is pointing to the brake going out.
