could be ...... Can it spin dry with bad transmission? It will spin dry, but won't agitate during wash or rinse.
What does it do during Agitate ?
any noises ?
Is the Washer Motor trying to run ?

same Motor, different direction for Spin ..... Is washer motor different than the spin motor? Because it does spin.
yes, remove Belt and try an Agitate cycle and watch Motor to see if it runs.
