LG wm1832cw washer will not rotate (most of the time). Right now I have the rotor and stator off and it rotates smooth. With the motor on and trying to rotate it seems electrically locked, motor hums, but no rotation (i can use force to spin it). The brearker does not trip. Thanks in advance..

These symptoms are indicative of a failed HALL EFFECT SENSOR.
Usually the Control Panel will show an "LE" error as well.

The *correct* amount of HE (High Efficiency) detergent that should be used in any front load or agitatorless top load washer with tub sizes 3.0 cu ft and larger is as follows:
HE: (2) Tablespoons Per Wash Load
HE 2X: (1) Tablespoon
HE 3X: (1) Teaspoon
Perform a TUB CLEAN CYCLE every (4) months.
Use: "Tide Washing Machine Cleaner"

Do not remove the rear metal plate or the bolts---re-install them.
To replace the HALL EFFECT SENSOR...
Remove the 17mm bolt from the ROTOR
Remove the 10mm bolts which secure the STATOR ASSY (large copper windings) to the tub.
Carefully lower the STATOR ASSY and pry off the HALL EFFECT SENSOR from the *single* locking tab.
Install new HALL EFFECT SENSOR and reassemble

Try this first...
Have a helper look at/observe the washer stainless steel tub through the door glass.
Press and hold the SPIN SPEED and SOIL LEVEL buttons
Press the POWER button and release all three buttons
Wait until the door locks (single "click" sound)
Press the START/PAUSE button once
Is the tub rotating/tumbling and the drain motor running?
If the tub "jiggled/wobbled" momentariliy and froze---replace the HALL EFFECT SENSOR.
If the tub turns/tumbles slowly and somewhat haltingly---and the MOTOR g-r-o-w-l-s and g-r-i-n-d-s---replace the HALL EFFECT SENSOR
