It could just be a limitation of their service - the Yahoo! browser is probably just a re-branded version of Internet Explorer - which should be able to resume an interrupted download, even if it's an older version.
If it is a limitation of AT&T and really annoys you, you could always look for a different ISP: http://www.ispcompar...up-internet.htm
Also there may be an ISP or cooperative that provides wireless Internet via WiMaxx or other similar services. There are sites like this one: http://www.dslreports.com/search2/ that can help you see if there might be alternatives for you.
