Kenmore Dishwasher -- 665.13589K700 -- Dishes not clean

This dishwasher has been working fine for the past couple years, but recently the dishes aren't getting clean. Maybe this is the inlet water valve? I only think that based on the FAQs on this site and repairclinic.com. Some more info:

At the end of the cycle there is plenty of steam, so I think the heating element is OK.
When I open the door mid-wash the top washing arm isn't spinning. The bottom wash arm is shooting water about 1/2 way up.
When I open the door mid-wash there seems to be enough water in the bottom (almost covering the heating element) but it isn't enough water to raise the float.

Any thoughts?
