This ain't rocket science and it ain't mysterious, but you DO have to be meticulous in your checks and tests. The way it works here is this: Garbage in, garbage out. We're not there at the dryer with you so we have to accept what you tell us as absolute gospel fact. Our help to you is only as good as the information supplied.
When you say you did all the checks here, and everything checks good yet you still have a heating problem, that usually means you're overlooking something. In my experience, air flow is the most elusive, and critical, aspect of dryer operation that grasshoppers overlook.
Think on these things.
