Time for a new dryer cord.
Also,turn off breaker to dryer,remove the outlet cover and inspect the outlet terminals.
It most likely needs replacing too.
The terminals will be loose and scorched.

Dryer may also have a Heating Element that is shorted to chassis (ground)
