Unit is making noise when trying to turn on arc type of noise, blowing air but not cold,seeing spart by electrical parts when I take the panel off this is on the unit outside the fan part

You are describing a short circuit arcing noise.

First look closely at the capacitor.

Is it bulged on top?

Test the capacitor if you can get a cap tester.

Remove the start relay cover on the compressor and inspect the 3 wires for loose or burned wires.

Remove the compressor wires and ohm the compressor.

If the compressor checks OK,replace the wires then remove the fan motpr wires from the contactor.

Start the compressor.

If it starts OK with no noise,replace the fan motor.

Took capacitor to be tested yes it is bad, replaced when turning on ac unit , it is tripping the breaker...

Assuming the new capacitor is the correct one and was wired correctly you must check the wires on the compressor and use your meter to ohm the terminals on the compressor.

Sounds as if the compressor has shorted out.
