RCA washing machine ( VBXR1060V) doesn't agitate or spin

Lid switch fires up motor but no agitation or spin.
Belt is in one piece but the clutch pulley doesn't turn freely (not sure if it should).
Is this most likely the belt, the clutch or worse?

I took the belt off and it's badly frayed but not sure if that was caused by another problem or if it's the culprit. Anyway clutch moves freely in either direction now, but the trans pulley doesn't seem to.

I'm not a Master on that type of Washer ..

Me neither. I had a Whirlpool that aside from a couple of pumps/couplers lasted without repair until it was mostly rust. I "inherited" this one and don't even know if the drum should turn freely when the belt is off. Thanks anyway!

Is it possible there's something else preventing it from rotating or is it pretty much a sure thing it's cooked? Is it worth digging more to see if there's an obstruction or should I just bite the bullet and get a new washer?

Just for knowledge I'd strip that thing down to the last screw. Likely you'll be calling the local scrap guys after, but I've done this a couple times and it's worth doing.
First, do no harm.
