Does it matter which terminal on the capacitor I attach the blue and red wires too? Thanks.

no, it's an "AC" Capacitor
(two internal DC Capacitors end to end)

Success! It was the start capacitor. Had a bit of a delay getting to it, but it is working now. Thank you RegUS for putting up with my lack of multimeter skills.
