KSSS 42FJX00 ICE CREAM NOT HARD ENOUGH

Have problem with Kitchen Aid built in. Freezer not cold enough.
KSSS42FJX00 Installed NEW 2001.
Ice cream soft. Scoop with plastic spoon. Otherwise performs ok so far except notice the condenser fan runs 100% of time.
Did not run all the time before.

Cold packs for packing like reusable ice are rock hard. Meat rock hard. We seldom make ice with this unit.
Thermometer says freezer is between 4 and 15 degrees F depending on how set. Refrig is 37 to 42 deg F.
Compressor is hot and vibrates mildly, but I can touch the case indefinitely. Condenser moderately dirty but not hot. Barely warm. Not as warm as another refrigerator at work with coils in back.
Condenser fan near compressor runs 100% of the time. It did not used to run 100% of the time.
Evaporator has minimal ice on the right side only. Evaporator fan runs when I remove the back panel inside and turn on unit.
I suppose the defrost heater and airflow are ok after looking at the pictures.

Service history: Gasket of refrigerator and freezer appear to have gap between cabinet and gasket big enough to put a slip of paper and no more through. Replaced gasket of refrigerator years ago with no improvement. Never did have that firm click feeling when magnets grab when closing the door.

What do I need to check next?
Is the compressor near death? Leak of coolant? What could it be? Worth fixing? Thanks.
