GE SxS fridge PSC25MGSCBB w/o compressor

I went on this call with another manual (using it for diagnostics, thermistor values, etc.). The fridge presented with NO evaporator fan. Using the manual I had (not this one from Most Honorable Sensei Reg: http://appliantology...-manual-please/), I proceeded through the "No Evaporator Fan" drill; I pulled J1 of the non-standard motherboard, made the recommended measurements, and reconnected J1 to mother. Afterwards, I plugged the fridge back up--fans BUT no compressor. Hence my stress.
Using the manual Reg messaged me, I first put this fridge into continuous run...and STILL no compressor. According to the literature, I pulled the sealed system service panel and the inverter access panel to measure VDC at the compressor and got 20 VDC (below range). On the plus side, however, the evaporator fan now works.
What info and/or experience, small or great, can anyone in the Dojo share about this? I've got nine days since she's going out of town till Monday week.

Do I measure 120 VAC at pin J15 on the control board, with the connector secure? The GE literature speaks both of 120 VAC ALWAYS available at the inverter, and that 4-6 VDC sent from the control board. Based on Sensei Reg's most excellent manual, I would measure for 120VAC at N and L1 AT THE INVERTER ITSELF (p.24 from above-linked manual). Just checking for kata clarification; want to measure right voltage at right place.
