Model# WTMC5321US/05 Complaint is not heating. Performed continuity, ohms, and voltages checks. Heater, T-Limiter, Belt switch and sensor ohm GOOD. Continuity is good as well. Sensor is good for ohmage. Voltage drops proved 120V is coming from motor, but not from the Board on TERMINAL X11-12 pins 10, and 9 thru the heating relay. Replaced the Board and Relay still no heat. I jumped out the heating relay and element fires up. What's the chance of the board being bad out of the box. There's only two outputs on the board one going to the motor and one going to the heating relay. What am I missing?

If I understand you correctly, you're not missing anything, but may have a bad relay out of the box. The element works when the relay is isolated out.
First, do no harm.

Correct I've also downloaded the manual and realized my 2nd leg of 120V isn't coming from the board. Looking at the schematic your probably right my relay would have to be bad because it supplies 120V to T Limiter which feeds element thanks for response.
