GE Frontload washer WBVH6240FWW Error Codes E30 & E23

Stopped mid cycle with 13min left, dirt (quite a bit) and water left in tub, may not be related to the dirt or failure but there was a water pipe that broke across the street and they have been working on it for the past two days.
Ran the test mode (t02) and I think it displayed error code E30, so I tried the test mode (t05) “Pump Test”, nothing happened, no sound, nothing.
I tried later the test mode (t02) again and it displayed error code E23, I could not get it to display the last 10 by selecting (Start/Pause)
Tried test mode (t08) “Hot Water Test” displayed hot, nothing else happened, didn’t respond to Start/Pause or Power. Came back 15min later and (t08) was being displayed.
Tried test mode (t06) “Pressure Switch Test”, display went blank, Door Locked, nothing happened, still locked after 15min. Came back 45min after running (t06) test and the door was unlocked.
I have drained the tub from the filter trap, there was a bit of dirt/sand and one leaf, nothing appeared to be a blockage problem. I have taken the machine pump out and I am ready to replace but I would like to be sure the pump is the problem. I don’t have a 120V power supply to test.
Please advise, thanks in advance!

did you check for 120v at Pump during this test ?
E23 Flood protect drain
Foam switch closes in idle state.
Check water valve functions - t08 for hot water, t09 for cold water.
Check pressure switch foam contacts - t06 - first display should be E.
Off balance loads with heavy vibration can cause code - retry before replacing any component.
E30 Drain pump not present
Drain problems - no electrical signal from drain pump.
Check drain pump - t05.
Check drain pump motor for open.
Check power to drain pump.
Check drain pump for stalling

No, I will reassemble and check while test mode t0did you check for 120v at Pump during this test ?

Verified 120V at Pump during t05 Pump Test. Displayed P Door locked and 124V.
Verified 120V at Pump during t06 Pressure Switch Test. Displayed E and door locked.
For some reason I thought it would be a good idea to hit Start, bad idea, now I got water in the tub again.
Tried Drain & Spin Cycle, nothing.

One of these days I will have the courage to go forward (and spend money) without a second opinion but until then I'm glad you guys are here.
