GE Monogram ZISS42DCASS, Frozen Fill Tube

GE Monogram ZISS42DCASS has a frozen fill tube.
Over the last several months the water valve, fill tube heater and ice maker has been replaced. This is a second home and the feedback regarding no ice production is sporadic. I went back last week and thawed out the fill tube and tested the heater. My Supco meter gives a reading initially but then goes to 1 ohm. I thought this was a bad heater, so i ordered another one. I just took it out of the package and it reads the same way. When does this particular heater operate? during defrost? water fill? How can I test for power to the heater? Thanks.

This is a second home
Could be the result of some Shitazz water supply too (low pressure/ro system/pierce valve etc)
