Trying to fix my brothers stove. He has a Kenmore 790.9611940C stove and the ovens lower heting element is not heating. When he tuns the oven on the element does not heat. I need a trouble shooting manual/ Can anyone help?

Check for 240 vac at bake element terminals when unit is on, if you have the correct voltage, replace the element

If you do not see the voltage there, replace the control

Also, If only 120 VAC, check the breaker or the terminal strip where the power cord is attached.......Could be one dead leg.............
