can't normally measure a 240v Heater Element using Neutral (ground),... getting 120 volts to the heating element at all times when running even in air fluff.
but are you getting 120v to Neutral (ground) at both (each) end of the Heater Element in the Air Fluff Mode ?

measuring across both leads I was getting 120 volts on air fluff. I didn't check from each lead to ground.
Disconnect one of the leads from the element before you make this measurement or you'll just read the voltage through the element from the other side. Also, this splits the circuit in half with the 120vac from the controls on one side and the other 120vac from the motor on the other side and lets you identify which is the problem side.

If there was 120v across the Heating Element, it would be "heating" (somewhat)
Has this Dryer worked OK up till now at this location ?

I had a few Whirlpool electric dryers where the thermal fuse on the blower housing cut the power to everything but the heater element. The heater element was on the whole time the timer was on. Just to be safe to make sure the heater element wasn't grounded out I replaced the element and the thermal fuse.

Update. I installed a new machine control electronics and it fixed the problem thanks for the help.
