In most cases---a failed MAIN BOARD.
Samsung-built unit.
Doesn't hurt to verify that the HALL SENSOR and MOTOR are okay---before ordering new MAIN BOARD

Musty odor
L-O-N-G cycle times
Dingy/yellowing whites
Suds error message
Slow spin speeds
Intermittent water leaks (from rear of washer)
And other annoying symptoms which vary brand-to brand.
Read below:
The *correct* amount of HE (High Efficiency) detergent that should be used in any front load or agitatorless top load washer with tub sizes 3.0 cu ft and larger is as follows:
HE: (2) Tablespoons Per Wash Load
HE 2X: (1) Tablespoon
HE 3X: (1) Teaspoon
Perform a TUB CLEAN CYCLE every (4) months.
Use: "Tide Washing Machine Cleaner"

Well, I guess i'm not paying attention to your advice. I ordered a new board without checking the motor or hall sensor ( I have no idea what a hall sensor is? any explination would be appriciated), i put the new contol board in and it will fill, drain but will not spin or the drum will not turn at all. I can turn it manually, belt is hooked up. So in stead of looking at this post i ordered a new motor and door latch thinking it had to be one of the two, never thinking to investigate a hall sensor. How would i test the motor and hall sensor? Thanks.

Tach is internal to motor on this one - see page 11/12 of the second download (tech sheet)

Interestingly, the 3E failures in the 2400's apparently has the same cause and cure (replacing the motor) as in the 6700, 8700, and 9700 models:
