Drain Hangover

Unit cycles until drain cycle. It will try to drain in 2-3 second intermittent power surges. Checked sump all clear.

Impeller is ok. I took apart down to sump . All is clear. It cycles through wash cycle but when gets to drain motor starts for 2-3 seconds then cuts out. in about 10 seconds it will start again and cut out in 2-3 seconds.
