When you turn it on you hear a faint click then a couple seconds later another faint click but the drum won't turn. I opened it up and the belt is on and you can turn the drum by hand, the timer counts down for like 5 minutes then goes to one minute and then chimes like its done. I checked all the wiring I could get to and everything seems to be connected and nothing burnt.

look for a thermal fuse or thermal cut-off that failed
