I have a one year old Maytag Centennial top loading washer, which has been glitchy almost from the start, but lately will consistently not seem to agitate.  The washer apparently runs through all of the cycles but during the WASH it doesn't seem to agitate, but instead makes a pulsating humming sound.  The machine seems to fill and drain just fine, but seems to make weird noises during the SPIN cycle.  When the load finishes, the clothes are wet with soap on them.  

 

Note: We are unable to purchase HE detergent in our area, so maybe this is part of the problem.  Are there any other equivalents?  We will try liquid soap, but for now the machine isn't really washing at all.  (We also have been running the washer through the recommended cleaning cycle with liquid bleach about once a month.)

Check to see if the nut on the trans pulley has come loose. If so, add some blue locktite to the threads and tighten it back on. The belt may have rubbed the cover, usually the belt can be re-used and the cover doesn't really have any effect on operation of the machine

I would get some HE soap, even if you have to have it shipped. That washer needs all the help it can get cleaning clothes.

Thanks Nick.  I checked the nut on the pulley and it seem tight.  The pulley and motor seem to move freely when I rotate it by hand.  On casual inspection, nothing seems amiss.  

 

(Also, I do have a service manual for the machine.)

 

Any other ideas?

Hold the phone.  I checked a little closer and there is a hole blown out of the side of the capacitor.   Do these normally blow or is this indicative of some other problem?

Thanks.  Here are two photos of the blown capacitor from two different angles.  There is a hole which blew out under the label and there is some squiggly melted plastic next to the mounting hole.
