The top burners spark and light but neither the bake or broil ignite. Can smell gas and it clicks when bake or broil is pressed but no spark.

The Direct Spark Ignition (DSI) will lockout (No spark to Bake/Broil) if there is a call for ignition at the same time; this condition can happen if the bake/boil combo relay on the ERC (Electronic Range Control) Board has shorted or welded together. First check the relay on the ERC. Normally, if the spark is good to the cooktop, the DSI Board is good. The key question is: Do you have 120V on the J1 connector from pin 4 to 6? This will tell us about the relay. Also, do you have 120V from pin 4 to 7?

If either one of the coils in the bake/broil gas safety valve on these are open/bad then you will usually only get one spark/or no spark and it will quit trying to spark and it won't work in broil or bake.
Ohm out both coils on the safety valve and see if one is open.

Yes, what Budget says is common issue on those. The gas valve/regulator located in the bottom rear has three wire terminals.

You'll see 'm here in the picture; think the middle terminal is common. Between it and the other two should be around 200 ohms each.

Both gas coils ohm out within range. broil doesn't work either keeps trying to start but no visual spark.

Has this Oven worked OK up till now at this location ?
Has there been any recent House electrical work done ?
Check polarity and ground of Wall Outlet.

There was a problem with the bake burner tubes on these units, the alignment with the ignition ports changed over time. There's an upgraded burner tube out to fix this particular problem. This may be what's going on with yours. More info here:
