GE Monogram ZDP36N6H5SS -- switches stuck in closed position

The left front and left rear igniters will spark as long as there is power to the unit.  This is true even if I'm grounding the sparks with a screwdriver.  The pilot light shows current going to the switch even if the handle is securely in the off position. (There is also a spill trace on the front left at these switches.)

 

I have the new switches but the last time I was out there, I was really puzzled as to how this front plate comes off.  From the drawing, it looks like there are two screws under each handle, but the handles did not have any give.  Am I supposed to get a jewler's screw driver and help the handles come off?  Does anyone have a mini manual or know how to get to the ignition switches?
