Kenmore 400 Model# 110.29422801 Washer Not filling with water

I have a client with the local schools who has a Kenmore 400 Clothes washer that is not filling with water.  Initially, the timer didn't advance, so he replaced the Timer (Pt# W10199989).  Still no water filling.  Then he checked the in-line screen filters, and they were ok.  So he replaced the fill valve assembly (Part# W10144820) and still no water filling.  The valve only sounds like it wants to open for the first second, and then shuts-off completely.  No water entering through the new valve assembly.  What more is he missing?

may be a bad Temperature Switch. (does it seem to work) ?

Have you tried different temperature settings ?
