AEQ8000F50 No Heat electric dryer

I replaced the heating element on this electric dryer 2 months ago. Got a call back saying no heat. I went and checked on it and it seems like someone dropped something heavy on front left corner. Big dent, plastic mounts for front console broken etc. I cant remember if it was like that the last time I saw it. Anyways, thermostats are good, thermal fuse good, and when I put meter leads on the heating element terminals Im getting 240.. What i did notice was on the 220 outlet when I go l1 to l2 I get 220, L1 to neutral 110, but L2 to neutral I get 16 or 17 volts.. I know that's not right, so I was wondering if anyone had any advice. Ive been working so much trying to get my vapor shop up and running I think my brain is melting and for all intents and purposes I must be retarded. If anyone can tell me why, that would be great.

Oh yeah, and cause Im lazy I was getting 220 at the element terminals but thats with one wire pulled and my other meter prong shoved in the motor wire harness it feeds off of. I know, breaking all the rules. I just want to know the deal with the 220 outlet.

bad L2 line

check and re-set the House Circuit Breaker for the Dryer

If still not working, check L1 and L2 voltage at the Circuit Breaker
