Having had one of those accursed electronic-control GE dishwashers, I remember an intermittent C2 code which wouldn't go away no matter how many times GE warranty service came out. That one turned out to be a slightly chewed rubber seal allowing a little drain water to leak back in. C3 means that the dishwasher won't go into drain at all. Since it obviously IS doing so, the question is what the clever GE engineers use to detect that condition. My guess would be abnormal current on the drain solenoid, which could be caused by a bad solenoid or a partially-blocked valve.
(grumble, grumble, an old non-electronic dishwasher would just take a little longer to drain, but continue to work)
Or I could be totally off base. Always a likelyhood.
