LG Dishwasher LDS4821ST Fill Problem

This LG dishwasher is filling fine when the power scrub option is used, but under the normal option will never fill up all the way. After looking at the service manual, I am believing this is a control board issue but would love to hear other LG expert's opinion.

Also check the wiring inside the door... the thin wires are notorious for breaking right above to conduit that leads them down to the motor area.
