Broken bolt on support rail

The customer says the top right bolt that holds the shelf support rail has broken off flush with the back of the wall. I have not been out to look at it, but if the bolt cannot be removed, is there any known fix for this problem?

If the support that the screw goes into stays put, you might be able to drill out the old screw.  If not, maybe a new screw and a plastic wall anchor may suffice but the liner might not support the load.  I had a similar problem with the threaded mounting bolts for the circulating pump on the older Whirlpool ice machines.  The insulation would eventually give way and the bolts would drop behind the liner.
