whirlpool GC3SHEXNSI6 SER SU3352276

The refrigerator & freezer was warm about 60 deg. and it looked like the evap coil was frozen. I removed the back and noticed only some frost. found that the compressor was not starting and installed a start kit. now it's running but the freezer only got down to 28 deg and the refrig was 40 after 1 day.

I did the self test and everything checks out. I'm assuming it's the board but I'm not sure.

Any advice??

take temp readings up and down the evap and upload a picture of the frost pattern if possible. Are all the fans running?
