GE WWA5500PALWH. Does not agitate. Purchased new belt. Attached belt to one pulley; how do you stretch the belt around the other pulley? Is there a trick to this?

Didn't pull up anything on that model number, re-check that.
Is this the new-style or old-style GE washer?

Looks to be the old style by the model number, 1972 model. The belt has to go on the clutch pulley on top of the motor after removing the black "spider"coupler, then roll the belt onto the transmission pulley. You will get it to the edge of the pulley and then turn the pulley while rolling the belt into the grove at the same time. If you cannot do this you will need to loosen the motor and move it toward the transmission, install the belt, then tighten the motor back so the belt is as tight as possible, then re-attach the the pump coupler.

Old Style. Purchased the belt from your parts dept -- the model #WWA5500PAL was available.

No agitate could also mean you have a stripped agitator coupler under the agitator also if the belt was ok and the motor ran, and it spun ok.

This was a venerable old washer from back in the days when GE made decent stuff.
These two pics will help you remove the belt: Pic 1 and Pic 2.
When re-installing the new belt, set it on the motor pulley first then roll it onto the transmission pulley.
