whirlpool stops spinning

{model# 22032100 direct drive} the washer will stop in the final spin .  i have to manually spin the basket to start it turning it again. Or sometimes it will complete the spin cycle.  The clothes, though are wet.  For the past 3 months  the basket is not spinning as fast.  When the basket stops the motor is turning and pumping water out.  The slow spin in the rinse cycle never seems to stop using different run windings(speed).  I just want to know is this a clutch slipping or a break ingaging in the spin cycle.   No loud noise.  Just want spin correct.  Oh by the way the capacitor failed the charge test.  So this might be because the motor was staying below a lower RPM.  causing the capactior to go bad.  I don't know??  Please Help ME.  Ron

If the motor is turning when the basket stops spinning sounds like a clutch problem??
