Poor Dishwasher cleaning - leaves white deposits after washing

Hello,

I have a whirlpool dishwasher. After it finishes cleaning, it leaves deposits of white film over most of the dishes. The glass dishes appear very patchy with white film all over.  I am not sure what the problem is.

Any suggestions as to how I should go about finding out what's wrong?

How hard is your water?  Can you see white deposits on the heater element as well?

Yes, I do some white patches on the heater element as well. I am not sure how hard my water is. I live in Dallas, TX in the city. I know its not well water.
