dishwasher lack of water

when the dishwasher starts, it sounds like it's filling with water, but when I open the door there is very little.  The machine doesn't sound any different than usual, so I'm assuming it's a water issue.  There is always left over soap in the dispenser and the dishes don't come clean.

Can you tell me what to do next?

you may have a bad water valve, try filling it and draining it several times- see if it fills every time.

any way to test a water valve?  There's definetly water getting in there.  It's wet everywhere inside.  I've opened the door several times during a cycle.  It seems that mid way through the rinse there is an inch of water, but only 1/2 inch midway through the wash

the drain hose should extend up at least as high as the top of the d/w tub before going into drain,otherwise water will "syphon" from machine.

also,watervalves will fail that way,they will fill once or twice and then call it a day,leaving you with the rest of your wash cycle waterless, this is why i said to fill and drain machines several times in succession,to see if this is what's occurring.
