Bosch Dishwasher, Model # SHE4AM16UC/01 doesn't clean well

Serial No. FD880801258.

I've checked the filter in the bottom, cleaned the upper and lower arms, run the recommended dishwasher cleaner, and rinse aid, I have a softener (culligan service)I run vinegar once in a while and the glasses still turn out cloudy, it drains fine. When I run it and open it mid -ycle, I don't see at least the upper wash arm appearing to have moved at all, maybe it stops rotating really fast. Repair guy wants $250-$300 because he "thinks" it might be a clogged or weak water pump. Its only a two year old unit. Any suggestions?

Upon completion of the cycle, water remains in the tub.  I checked the hose from the "T" at the overflow into the sink to the disposal and its clear and not kinked.  Any thoughts would be greatly appreciated.

Great board!  Just found it.  The icemaker quit, I turned off the freezer for a while and it doesn't appear to be frozen, I jumped the T and H points and still nothing.  any other thoughts, thanks in advance.
