DSKS433EWOWH GE Compact dryer

I have several versions of this dryer that I am responsible for. The most common complaint is "Takes too long to dry". I tore one apart in the shop to investigate. I found that only the inner coil is heating up, because it only topped out at 130°. Without a schematic, I am struggling to figure out what the issue is.
