Low Voltage @ Evap Fan Motor Model number FRS23R4AQ3

This is my first post here.

I have a Frigidaire Fridge (Mod: FRS23R4AQ3, Ser: LA14314239) & the Evap fan is not running. The voltage was at about 65v. According to the wiring diagram the motor gets voltage from the Adaptive Defrost Control so I assumed the ADC was bad & replaced it. The fan is still not running & now the voltage is down around 25v. I then check for continuity on the wires going from the ADC to the motor & they ohmed out ok. I then thought I might have got a bad ADC, so I tried another & the same thing. No fan movement & 25v. I don't see anything else in the Evap motor circuit that could be pulling down the voltage. I'm at my wits' end with this fridge. Hopefully someone here can help me.
