a/c fan not turning, already changed fan relay

I'm not an A/C guy, but do understand a bit how they work - your issue is more likely with the Motor itself, or the Capacitor (or related wiring)

If you can do it safely, try to spin the fan and help it turn while it is supposed to be running - should turn easily

Where I live, an A/C is a ceiling fan and a window or 2 cracked, and only then on the hottest days can you remove your cardigan

Probably the capacitor. If it looks swollen or leaky or if it wont make a popping sound when the 2 terminals are shorted then that probably is gonna be it.
